Certificate of return to the Republic of Tajikistan

Issuance of a temporary document certifying the identity of a citizen of the Republic of Tajikistan and giving him the right of entry (return) to the Republic of Tajikistan

In cases where, outside the Republic of Tajikistan, a citizen of the Republic of Tajikistan has lost a passport (diplomatic passport, service passport), or the period of validity of the passport (diplomatic passport, service passport) in his possession has expired, or the passport (diplomatic passport, service passport) has become unfit for use, the relevant diplomatic mission or consular institution of the Republic of Tajikistan issues to him a temporary document certifying his identity and giving the right of entry (return) to the Republic of Tajikistan.

On the basis of which documents and by whom is the Certificate for return to the Republic of Tajikistan issued?

The Certificate for return is issued by foreign institutions of the Republic of Tajikistan, and, in the absence of foreign institutions of the Republic of Tajikistan in a given state, by the Ministry of Foreign Affairs of the Republic of Tajikistan on the basis of the following documents:

  • an application of the petitioner, the specimen of which is drawn up and approved by the Ministry of Foreign Affairs; zayavleniye.pdf

  • a certificate of the department of internal affairs or another relevant body of the country of stay of the citizen of the Republic of Tajikistan concerning the fact of the citizen’s application in connection with the loss of the passport;

  • documents certifying the identity and belonging of the petitioner to the citizenship of the Republic of Tajikistan (the passport of a citizen of the Republic of Tajikistan, a birth certificate, a military identity card, a certificate of identity of a civil servant, a reserve officer’s military identity card).

    In the absence or loss of the passport of a citizen (internal passport) of the Republic of Tajikistan, the following are required:

  • copies of the passport of a citizen of the Republic of Tajikistan or copies of the foreign passport (after verification of their authenticity), and, in their absence, on the basis of a copy of form No. 1 or a certificate from the unified database of issuance of passports of the Republic of Tajikistan;

  • a medical certificate of the birth of a child until the child reaches one year of age, if a birth certificate has not been issued;

  • 2 colour photographs measuring 3×4 mm;

  • a receipt for payment of the consular fee (if at that institution the issuance of such documents is carried out on a paid basis). documents certifying the identity and belonging of the petitioner to the citizenship of the Republic of Tajikistan (the passport of a citizen of the Republic of Tajikistan, a birth certificate, a military identity card, a certificate of identity of a civil servant, a reserve officer’s military identity card)

Within what period can the Certificate for return to the Republic of Tajikistan be obtained?

  • The time limit for the consideration of a petition for the issuance of a certificate for return may not exceed 10 calendar days. In necessary cases (additional verification of documents), the time limit for the consideration of the petition may be extended by the head of the foreign institution of the Republic of Tajikistan for a period of not more than 10 days.

  • A certificate for return is issued only for the return of a citizen to the Republic of Tajikistan and may not serve as a ground for stay abroad.

  • In cases of the impossibility of the return of a citizen within the established period (emergency situations, a serious illness and other cases independent of the citizen), a certificate for return is, in exceptional cases, issued again for a period of 30 days on the basis of a reasoned application of the citizen or a reasoned request of the relevant bodies of a foreign state or of an international organization, with the attachment of the relevant documents

Upon the submission of the above-mentioned documents, a certificate for return is issued without additional coordination.

In the absence of the documents provided for by paragraph 60, an authorized employee of the foreign institution of the Republic of Tajikistan applies to the Ministry of Foreign Affairs of the Republic of Tajikistan or directly to the Ministry of Internal Affairs of the Republic of Tajikistan or its territorial subdivisions for the establishment of the identity of the petitioner. The Ministry of Internal Affairs of the Republic of Tajikistan and its territorial subdivisions, within not less than 5 calendar days, carry out measures to establish the identity of the petitioner and inform the requesting authorized state bodies of the results.
