Procedure for travel abroad for citizens of Tajikistan

Under Article 24 of the Constitution of the Republic of Tajikistan, a citizen has the right to freedom of movement and choice of place of residence, to leave the republic and to return to it.

The procedure for travel abroad by citizens of the Republic of Tajikistan is set by the Regulation on the procedure for travel abroad of citizens of the Republic of Tajikistan, approved by Government Resolution of the Republic of Tajikistan of 13 June 2014, No. 406 “On approval of the Rules for issuing a passport of a citizen of the Republic of Tajikistan” (as amended as of 3 March 2017).

A passport of a citizen of the Republic of Tajikistan is the main document confirming the identity of a citizen of the Republic of Tajikistan and is valid for entry, exit and movement in the countries of the Commonwealth of Independent States.

To obtain a visa of a foreign state, departing citizens should apply to the diplomatic missions or consular posts of those states accredited in Tajikistan. If there are none in Tajikistan — to the diplomatic mission or consular post of that state in another country that is authorised to provide consular services to citizens of Tajikistan.

When applying for a visa it is necessary to have an invitation and, in some cases, medical insurance, proof of funds sufficient to stay in the destination country and then leave it, and other documents. Information on the documents required for a visa and on the conditions of entry and stay can be obtained from the diplomatic mission or consular post of the relevant state.

At the airport a customs declaration is completed; its content does not differ from declarations used in other countries. Under Instruction No. 234 “On the procedure for importing into and exporting from the Republic of Tajikistan currency valuables” of the Customs Service, individuals (residents and non-residents) may import cash currency without restriction, subject to customs legislation. The only requirement is a written declaration when importing currency equivalent to or exceeding 3,000 (three thousand) US dollars.

Citizens of the Republic of Tajikistan travelling abroad are advised to study in advance the entry and stay rules of the destination state on the website of its diplomatic or consular post.

For citizens visiting KYRGYZSTAN

Under Resolution of the Government of the Kyrgyz Republic No. 689 “On registration of foreign citizens and stateless persons on the territory of Kyrgyzstan” of 19 December 2016, foreigners, including citizens of the Republic of Uzbekistan, must complete registration within 5 (five) working days of crossing the state border of the Kyrgyz Republic.

Breach of these rules is subject to a fine of 10,000 som under the legislation of the Kyrgyz Republic.

For citizens visiting UZBEKISTAN

Under the Agreement “On mutual travel of citizens”, citizens of Tajikistan and Uzbekistan may stay on the territory of the neighbouring state without a visa for up to 30 days, but must register if the trip lasts more than three days.

For citizens visiting TURKMENISTAN

Under the legislation of Turkmenistan, foreign citizens, including citizens of the Republic of Uzbekistan, after entering Turkmenistan and arriving at their destination, and also when changing their place of stay within the country, must register with the migration authorities within 3 (three) working days, not counting the day of entry.

Smoking in public places is prohibited.

Bringing nas (chewing tobacco) into Turkmenistan is prohibited (it is on the list of prohibited substances).
