Exit visa category «Хуруҷӣ»

Who it is issued to

An exit visa «Хуруҷӣ» is issued by the Main Consular Department of the Ministry of Foreign Affairs of the Republic of Tajikistan, and in exceptional cases by representations of the Ministry of Foreign Affairs of the Republic of Tajikistan on the territory of the Republic of Tajikistan, if a foreign citizen or stateless person has not left the territory within the stated period, by a decision of the competent authorities that the stay of the foreign citizen or stateless person is undesirable or that an employment contract in the Republic of Tajikistan has been terminated, and also to foreign citizens and stateless persons who have a permanent place of residence in the Republic of Tajikistan and are leaving the Republic of Tajikistan for permanent residence in other countries.

Issuance, validity and extension

An exit visa is issued for a period not exceeding 7 days. If the foreign citizen or stateless person does not leave the territory within the stated period for valid reasons, another exit visa is issued for a period of up to 3 days.

If a person who holds an exit visa does not leave the territory of the Republic of Tajikistan within the stated period without valid reasons, that conduct is treated as a breach of the rules of stay on the territory of the Republic of Tajikistan and the person is administratively expelled from the territory of the Republic of Tajikistan.

Foreign citizens and stateless persons who have a permanent place of residence in the Republic of Tajikistan and are leaving the Republic of Tajikistan for permanent residence in other countries are issued an exit visa on the basis of a permit from the Passport and Registration Service of the Ministry of Internal Affairs of the Republic of Tajikistan.

Other rules

An exit visa is also issued if:

• the employment contract (contract) or civil-law contract of a holder of a category «М» visa is terminated;

• the holder of a category «О1» visa is expelled from the educational institution or leaves it of their own accord, or the stay of a holder of a category «О2» visa is limited because that person engaged in an activity other than study;

• the contract of a holder of a category «МОИ» visa is cancelled;

• the authorised body shortens the period of temporary stay: the current visa is cancelled by a stamp “cancelled”, and an exit visa is then issued.

Permission to leave the Republic of Tajikistan, or the issue of a visa for exit, may be refused if the foreign citizen or stateless person:

• is treated as a suspect, accused person or defendant in a criminal case — until the proceedings are completed or a court judgment in that case enters into legal force;

• has not performed property, tax or other obligations toward the Republic of Tajikistan or legal or natural persons established by a court decision that has entered into legal force — until those obligations are performed.

Documents required for any visa and processing time

In addition to the documents that depend on the visa category, after the data have been entered in the electronic information network the following documents are submitted to the authorised state body:

• a travel document;

• a form for issuing the visa;

• a visa form completed by technical means via the Internet and printed by the applicant after the form has been sent through the electronic information network to the authorised body;

• a photograph of the applicant of the prescribed size and quality;

• A medical certificate of HIV/AIDS testing from a medical institution of the Republic of Tajikistan or of the state of residence is required when applying for a visa for a period of more than three months, except for the visa categories indicated in points 7, 8, 9 and 22 of these Rules.

• a receipt for payment of the state duty and consular fees.

Applications for a visa are submitted through the electronic information network. The visa form is drawn up and approved by the Ministry of Foreign Affairs of the Republic of Tajikistan.

As a rule, the passport must not expire earlier than 6 months before the visa expires. The document must have at least 2 blank pages reserved for a visa.

The time for considering and issuing a visa is not more than 20 working days from the day all required documents are submitted. In individual cases, if a more precise examination is needed, the period may be extended by not more than 10 working days.

Consular fees are not refunded if the visa is refused or if documents are submitted incorrectly. On a repeat application the consular fee is charged in full, unless an international treaty recognised by the Republic of Tajikistan provides otherwise.
