Diplomatic passport

A diplomatic passport is issued to civil servants and their family members by the Ministry of Foreign Affairs of the Republic of Tajikistan and diplomatic missions of the Republic of Tajikistan in cases stipulated by the “Rules of Registration and Issue of the Foreign Passports Containing Electronic Media of Information and Certificate on Return to the Republic of Tajikistan to Citizens of the Republic of Tajikistan”, approved by the Resolution of the Government of the Republic of Tajikistan dated May 27, 2020, No. 294.

A diplomatic passport is issued by the Ministry of Foreign Affairs and diplomatic missions of the Republic of Tajikistan on the basis of the following documents:

  • Order of the President of the Republic of Tajikistan on official foreign trips.

  • Letter from the Head of the Executive Office of the President of the Republic of Tajikistan and his/her First Deputy, written request from the leadership of ministries and departments, chairpersons of the Gorno-Badakhshan Autonomous Region, regions, the city of Dushanbe, and other state organizations and legal entities, regardless of the form of ownership.

  • Written statements of employees of the central office of the Ministry of Foreign Affairs of the Republic of Tajikistan and diplomatic missions of the Republic of Tajikistan, as well as members of their families.

  • Passport of a citizen of the Republic of Tajikistan.

  • Birth certificate for citizens under the age of 16.

  • Receipt for payment of consular fees, with the exception of citizens exempted from paying the fee in accordance with the regulatory legal acts of the Republic of Tajikistan.

  • Copy of the service certificate or certificate from the place of work on the position held by the civil servant.

Applications of individuals and legal entities of the Republic of Tajikistan for the issuance of diplomatic passports are considered within 15 working days.

For urgent consideration of applications from individuals and legal entities, the amount of the fee is increased by the following percentages:

  • Within 3 working days by 200 percent.

  • Within 7 working days by 100 percent.

The amount of the fee for a diplomatic passport is set in accordance with the legislation of the country in the amount of 125 US dollars (calculated in somoni on the day of payment at the exchange rate of the National Bank).

Diplomatic passports are used for official purposes. For a private trip, a civil servant with a diplomatic passport applies to the authorized state bodies for issuing foreign passports to obtain an ordinary passport in the prescribed manner.

A diplomatic passport is issued for a period of 5 years.

Diplomatic passports of members of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan, deputies of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan are issued for the term of office of a member of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan and a deputy of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan.

A diplomatic passport is issued to the following persons in accordance with Annex 1 to the “Rules of Registration and Issue of the Foreign Passports Containing Electronic Media of Information and Certificate on Return to the Republic of Tajikistan to Citizens of the Republic of Tajikistan”, approved by the Resolution of the Government of the Republic of Tajikistan dated May 27, 2020 No. 294:

  • The President of the Republic of Tajikistan and his family members.

  • Chairman of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan and Chairman of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan, members of the Majlisi Milli and deputies of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan.

  • Chairman of the Constitutional Court of the Republic of Tajikistan, Chairman of the Supreme Court of the Republic of Tajikistan, Chairman of the Higher Economic Court of the Republic of Tajikistan and their deputies.

  • Prime Minister of the Republic of Tajikistan, First Deputy and Deputy Prime Ministers.

  • Head of the Executive Office of the President of the Republic of Tajikistan, First Deputy and Deputy Head of the Executive Office of the President of the Republic of Tajikistan, Assistants to the President of the Republic of Tajikistan, Ministers and their Deputies, Chairpersons of State Committees and their Deputies, Human Rights Ombudsman in the Republic of Tajikistan, Ombudsman for the Rights of the Child in the Republic of Tajikistan, Chairman of the Central Commission for Elections and Referendums, Prosecutor General and Deputy Prosecutors General, Secretary of the Security Council and Deputy Secretary of the Security Council, Chairman of the Accounts Chamber and Deputy Chairmen of the Accounts Chamber, heads of bodies under the President of the Republic of Tajikistan, heads of the offices of the Majlisi Milli and Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan, heads of institutions under the Government of the Republic of Tajikistan, chairpersons of the Gorno-Badakhshan Autonomous Region, regions and the city of Dushanbe.

  • Heads of departments of the Executive Office of the President of the Republic of Tajikistan, Head of the Secretariat of the President of the Republic of Tajikistan, Press Secretary-Head of the Press Service of the President of the Republic of Tajikistan, Head of the Protocol Service of the President of the Republic of Tajikistan, Senior Advisers and Advisers to the Office of Assistants to the President of the Republic of Tajikistan, Deputy Heads of Departments of the Executive Office of the President of the Republic of Tajikistan, Head of the Secretariat of the Prime Minister of the Republic of Tajikistan, Head of the Center for Information and Communication Technologies (with the right to manage), Head of the Central Accounting Department (with the right to manage), Deputy Head of the Protocol Service of the President of the Republic of Tajikistan, heads of sectors of the foreign relations department of the Executive Office of the President of the Republic of Tajikistan, heads of departments, as well as chief and leading specialists of the protocol service of the President of the Republic of Tajikistan on the proposal of the Head of the Executive Office of the President of the Republic of Tajikistan.

  • Chairman of the National Bank of Tajikistan and his deputies, head of the state unitary enterprise"Rohi Ohani Tochikiston", General Director of the open joint-stock company"Dushanbe International Airport", General Director of the open joint-stock company"Tajik Air", Chairman of the open joint-stock holding company"Barqi Tojik", Chairman of the Union"Tojikmatlubot"and the President of the National Academy of Sciences of the Republic of Tajikistan.

  • Ambassadors and envoys of the Republic of Tajikistan abroad, employees of the central office of the Ministry of Foreign Affairs of the Republic of Tajikistan and diplomatic missions of the Republic of Tajikistan with diplomatic posts, diplomatic couriers.

  • Military attaches.

  • Heads and staff of representative offices of the Republic of Tajikistan in international organizations, head of the representative office of the Ministry of Labor, Migration and Employment of the Population of the Republic of Tajikistan in the Russian Federation, Deputy Director of the bureau for the coordination of the fight against organized crime and other dangerous types of crimes in the territory of the member states of the Commonwealth of Independent States from the Ministry of Internal Affairs of the Republic of Tajikistan, head of the representative office of the Customs Service under the Government of the Republic of Tajikistan in the Russian Federation, as well as civil servants who are appointed to international organizations by relevant state bodies.

  • Family members of officials mentioned in subparagraphs 8, 9, 10 only in cases of long-term foreign business trips related to their work activities.

Note: The President of the Republic of Tajikistan and his wife, the Chairman of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan and the Chairman of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan, the Prime Minister of the Republic of Tajikistan and persons with the rank of Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan, diplomatic passports are issued for lifetime.

Diplomatic passports are issued only in accordance with the above list. Equalization and alignment of positions to obtain the above passports is prohibited.
