Passport of a citizen of the Republic of Tajikistan

The passport of a citizen of the Republic of Tajikistan is a document certifying the identity of a citizen of the Republic of Tajikistan on the territory of the Republic of Tajikistan and beyond its borders in accordance with the international treaties of the Republic of Tajikistan, and is issued on the basis of the Rules for the issuance of the passport of a citizen of the Republic of Tajikistan, approved by Resolution of the Government of the Republic of Tajikistan of 13 June 2014 No. 406.

All citizens of the Republic of Tajikistan who have reached 16 years of age are obliged to have a passport of a citizen of the Republic of Tajikistan. Passports are issued by territorial subdivisions of the Ministry of Internal Affairs of the Republic of Tajikistan to citizens on the basis of registration of the place of residence or the place of temporary stay within the country, on the basis of the documents provided for by the Rules for the issuance of passports of citizens of the Republic of Tajikistan, approved by the Government of the Republic of Tajikistan on 13 June 2014 No. 406. In this connection, citizens of the Republic of Tajikistan should apply to the territorial subdivisions of the Ministry of Internal Affairs of the Republic of Tajikistan in order to obtain a passport of a citizen of the Republic of Tajikistan. A passport of a citizen of the Republic of Tajikistan is not issued by foreign institutions of the Republic of Tajikistan (embassies and consular institutions).

Foreign passport of a citizen of the Republic of Tajikistan

The national foreign passport of the Republic of Tajikistan is the property of the Republic of Tajikistan, and its holder is under the protection and support of the Republic of Tajikistan.

This passport is issued to citizens of the Republic of Tajikistan on the basis of the Rules for the issuance and delivery of foreign passports with an electronic data carrier and of the certificate for return to the Republic of Tajikistan to citizens of the Republic of Tajikistan, approved by Resolution of the Government of the Republic of Tajikistan of 27 May 2020 No. 294.

1. The Ministry of Foreign Affairs

The Ministry of Foreign Affairs of the Republic of Tajikistan issues an ordinary foreign passport to civil servants of the Republic of Tajikistan travelling on official assignments abroad, to citizens of the Republic of Tajikistan who are abroad, to citizens travelling on assignment in accordance with international treaties, to citizens of the Republic of Tajikistan who reside permanently abroad and are temporarily staying in the Republic of Tajikistan, and to employees of state organizations and legal entities, regardless of the form of ownership, travelling on official assignments abroad.

National foreign passports are issued by the Ministry of Foreign Affairs of the Republic of Tajikistan on the basis of the following documents:

- an order of the President of the Republic of Tajikistan on official assignments abroad;
- a letter of the Head of the Executive Office of the President of the Republic of Tajikistan and his First Deputy, a written request of the leadership of ministries and departments, the chairpersons of the Gorno-Badakhshan Autonomous Region, the regions, the city of Dushanbe, other state organizations and legal entities, regardless of the form of ownership;
- applications of employees of the central office of the Ministry of Foreign Affairs of the Republic of Tajikistan and of foreign institutions of the Republic of Tajikistan, as well as of members of their families;
- the passport of a citizen of the Republic of Tajikistan;
- a birth certificate for citizens under 16 years of age;
- a receipt for payment of the state duty and other obligatory payments, except for citizens exempted from payment of the state duty and other obligatory payments in accordance with the legislation of the Republic of Tajikistan;
- a copy of the service identity card or a certificate from the place of work on the position held by the civil servant.

Time limit for the consideration of an application for the issuance of a foreign passport

Applications of natural and legal persons of the Republic of Tajikistan for the issuance of foreign passports are considered within 15 working days.

For urgent consideration of applications of natural and legal persons, the fee is increased to the following percentages:

- 200 percent within 3 working days;

- 100 percent within 7 working days.

The amount of the fee for an ordinary foreign passport is established in accordance with the legislation of the country in the amount of 75 US dollars (calculated in somoni on the day of payment at the exchange rate of the National Bank).

At the same time, in accordance with the Law of the Republic of Tajikistan “On the State Duty”, a state duty in the amount of one and a half times the calculation indicator is established for the issuance of this type of passport.

2. Foreign institutions of the Republic of Tajikistan

Foreign institutions of the Republic of Tajikistan (embassies and consular institutions) issue ordinary foreign passports to citizens of the Republic of Tajikistan who permanently or temporarily reside in the State of the foreign institutions of the Republic of Tajikistan.

National foreign passports are issued by foreign institutions of the Republic of Tajikistan on the basis of the following documents:

- the passport of a citizen of the Republic of Tajikistan or a foreign passport;
- a birth certificate and a copy thereof for citizens under 16 years of age;
- a copy of the decree of the President of the Republic of Tajikistan on admission to the citizenship of the Republic of Tajikistan, or a certificate confirming the acquisition of the citizenship of the Republic of Tajikistan, issued by the authorized state bodies of the Republic of Tajikistan;
- a receipt for payment of the consular fee.

At foreign institutions of the Republic of Tajikistan, only consular fees are charged.

When issuing a foreign passport, foreign institutions of the Republic of Tajikistan determine the applicant’s belonging to the citizenship of the Republic of Tajikistan and whether the applicant belongs to the citizenship of another State. If the applicant belongs to the citizenship of another country, unless otherwise provided by international legal instruments recognized by the Republic of Tajikistan, the issuance of a foreign passport to him will be refused.

The issuance of a foreign passport to a citizen under 16 years of age is carried out on the basis of the written consent of the father or mother, adoptive parent, guardian, trustee or other persons replacing them, certified by a notary or by a foreign institution of the Republic of Tajikistan. In other cases, as well as in the event of the disagreement of the father, mother, adoptive parent, guardian, trustee or other persons replacing them, the matter is resolved in court.

Applications of citizens of the Republic of Tajikistan for the issuance of a national foreign passport are considered by foreign institutions of the Republic of Tajikistan within 1 month.

3. The Ministry of Internal Affairs

The Ministry of Internal Affairs of the Republic of Tajikistan and its territorial subdivisions issue a national foreign passport to citizens of the Republic of Tajikistan at their place of permanent residence or place of temporary residence, or at their place of stay.

A foreign passport is issued by the Ministry of Internal Affairs of the Republic of Tajikistan and its territorial subdivisions on the basis of the submission of the following documents:

- the passport of a citizen of the Republic of Tajikistan;
- a birth certificate for citizens who have not reached 16 years of age. In the event of a dispute concerning the child’s citizenship of the Republic of Tajikistan — a birth certificate with a stamp and seal confirming the child’s citizenship of the Republic of Tajikistan, or a certificate issued by an authorized state body to the effect that the child is a citizen of the Republic of Tajikistan, is presented;
- a receipt for payment of the state duty and other obligatory payments, except for citizens exempted from payment of the state duty and other obligatory payments in accordance with the legislation of the Republic of Tajikistan.

Time limit for the consideration of an application for the issuance of a foreign passport

Applications of citizens of the Republic of Tajikistan for the issuance of foreign passports are considered within 15 working days.

For urgent consideration of applications of natural and legal persons for the issuance of a foreign passport, the fee is increased to the following percentages:

- 200 percent within 3 working days;

- 100 percent within 7 working days.

What types of foreign passports are there?

Diplomatic passport;

Service passport;

Ordinary foreign passport.

Diplomatic passport

Diplomatic passports of civil servants and members of their families, in the cases provided for by the Rules for the issuance and delivery to citizens of the Republic of Tajikistan of foreign passports with an electronic data carrier and of the certificate for return to the Republic of Tajikistan, approved by the Government of the Republic of Tajikistan on 27 May 2020 No. 294, are issued by the Ministry of Foreign Affairs of the Republic of Tajikistan and by foreign institutions of the Republic of Tajikistan.

Diplomatic passports are issued by the Ministry of Foreign Affairs of the Republic of Tajikistan on the basis of the following documents:

- an order of the President of the Republic of Tajikistan on official assignments abroad;
- a letter of the Head of the Executive Office of the President of the Republic of Tajikistan and his First Deputy, a written request of the leadership of ministries and departments, the chairpersons of the Gorno-Badakhshan Autonomous Region, the regions, the city of Dushanbe, and other state organizations;
- applications of employees of the central office of the Ministry of Foreign Affairs of the Republic of Tajikistan and of foreign institutions of the Republic of Tajikistan, as well as of members of their families;
- the passport of a citizen of the Republic of Tajikistan;
- a birth certificate for citizens under 16 years of age;
- a receipt for payment of the consular fee, except for citizens exempted from payment of fees in accordance with the legislation of the Republic of Tajikistan;
- a copy of the service identity card or a certificate from the place of work on the position held by the civil servant.

Time limit for the consideration of an application for the issuance of a diplomatic passport

Applications of natural and legal persons of the Republic of Tajikistan for the issuance of diplomatic passports are considered within 15 working days.

For urgent consideration of applications of natural and legal persons, the fee is increased to the following percentages:

- 200 percent within 3 working days;

- 100 percent within 7 working days.

Diplomatic passports are issued to the following persons:

• the President of the Republic of Tajikistan and members of his family;

• the Chairman of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan and the Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, members of the Majlisi Milli and deputies of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan;

• the Chairman of the Constitutional Court of the Republic of Tajikistan, the Chairman of the Supreme Court of the Republic of Tajikistan, the Chairman of the Higher Economic Court of the Republic of Tajikistan and their deputies;

• the Prime Minister of the Republic of Tajikistan, the First Deputy and the Deputy Prime Ministers of the Republic of Tajikistan;

• the Head of the Executive Office of the President of the Republic of Tajikistan, the First Deputy and the Deputy Head of the Executive Office of the President of the Republic of Tajikistan, Assistants to the President of the Republic of Tajikistan, ministers and their deputies, heads of state committees of the Republic of Tajikistan and their deputies, the Human Rights Ombudsman in the Republic of Tajikistan, the Ombudsman for the Rights of the Child in the Republic of Tajikistan, the Chairman of the Central Commission for Elections and Referendums of the Republic of Tajikistan, the Prosecutor General and the Deputy Prosecutor General, the Secretary of the Security Council and the Deputy Secretary of the Security Council, the Chairman of the Accounts Chamber and the Deputy Chairmen of the Accounts Chamber, heads of bodies under the President of the Republic of Tajikistan, heads of the offices of the Majlisi Milli and the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, heads of agencies under the Government of the Republic of Tajikistan, the chairpersons of the Gorno-Badakhshan Autonomous Region, the regions and the city of Dushanbe;

• heads of departments of the Executive Office of the President of the Republic of Tajikistan, the Head of the Secretariat of the President of the Republic of Tajikistan, the Press Secretary — Head of the Press Service of the President of the Republic of Tajikistan, the Head of the Protocol Service of the President of the Republic of Tajikistan, senior advisers and advisers to the Assistants to the President of the Republic of Tajikistan, deputy heads of departments of the Executive Office of the President of the Republic of Tajikistan, the Head of the Secretariat of the Prime Minister of the Republic of Tajikistan, the Head of the Centre for Information and Communication Technologies (with the right of a directorate), the Head of Central Accounting (with the right of a directorate), the Deputy Head of the Protocol Service of the President of the Republic of Tajikistan, heads of units of the foreign relations directorate of the Executive Office of the President of the Republic of Tajikistan, heads of divisions, as well as chief specialists and leading specialists of the Protocol Service of the President of the Republic of Tajikistan on the proposal of the Head of the Executive Office of the President of the Republic of Tajikistan;

• the Chairman of the National Bank of Tajikistan and his deputies, the head of the state unitary enterprise “Rohi Ohani Tojikiston”, the General Director of the open joint-stock company “Dushanbe International Airport”, the General Director of the open joint-stock company “Tojik Air”, the head of the open joint-stock holding company “Barqi Tojik”, the Chairman of the Union “Tojikmatlubot” and the President of the National Academy of Sciences of the Republic of Tajikistan;

• ambassadors and envoys of the Republic of Tajikistan abroad, employees of the central office of the Ministry of Foreign Affairs of the Republic of Tajikistan and of foreign institutions of the Republic of Tajikistan who hold diplomatic posts, diplomatic couriers;

• military attachés;

• heads and staff of representative offices of the Republic of Tajikistan in international organizations, the head of the representative office of the Ministry of Labour, Migration and Employment of the Population of the Republic of Tajikistan in the Russian Federation on migration, the Deputy Director of the Coordination Bureau for Combating Organized Crime and Other Dangerous Types of Crime on the territory of the member States of the Commonwealth of Independent States from the Ministry of Internal Affairs of the Republic of Tajikistan, the head of the representative office of the Customs Service under the Government of the Republic of Tajikistan in the Russian Federation, as well as civil servants appointed to international organizations by the relevant state bodies;

• family members of the officials specified in subparagraphs 8, 9 and 10, only in the event of long-term foreign trips connected with their work.

In accordance with the legislation of the country, the fee for a diplomatic passport is established in the amount of 125 US dollars (calculated in somoni on the day of payment at the exchange rate of the National Bank).

Diplomatic passports are used for official purposes. For a private trip, a civil servant who holds a diplomatic passport applies to the authorized state body for the issuance of foreign passports in order to obtain a national foreign passport in the established procedure.
A diplomatic passport is issued for a period of 5 years. Diplomatic passports of members of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan and deputies of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan are issued for the term of office of a member of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan and a deputy of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan.
A diplomatic passport is issued for life to the President of the Republic of Tajikistan and his spouse, the Chairman of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan, the Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, the Prime Minister of the Republic of Tajikistan, and persons holding the rank of Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan.

Service passport

Service passports for civil servants and members of their families, in the cases provided for by the Rules for the issuance and delivery of foreign passports with an electronic data carrier and of the certificate for return to the Republic of Tajikistan to citizens of the Republic of Tajikistan, approved by Resolution of the Government of the Republic of Tajikistan of 27 May 2020 No. 294, are issued by the Ministry of Foreign Affairs of the Republic of Tajikistan and by foreign institutions of the Republic of Tajikistan.

Service passports are issued by the Ministry of Foreign Affairs of the Republic of Tajikistan on the basis of the following documents:

- an order of the President of the Republic of Tajikistan on official assignments abroad;
- a letter of the Head of the Executive Office of the President of the Republic of Tajikistan and his First Deputy, a written request of the leadership of ministries and departments, the chairpersons of the Gorno-Badakhshan Autonomous Region, the regions, the city of Dushanbe, and other state organizations;

- a copy of the service identity card or a certificate from the place of work on the position held by the civil servant.

Service passports are issued to the following persons:

1) deputy heads of bodies and offices under the President of the Republic of Tajikistan and the Government of the Republic of Tajikistan;
2) deputies of the Press Secretary — Head of the Press Service of the President of the Republic of Tajikistan, chief specialists and leading specialists of the Assistant to the President of the Republic of Tajikistan on foreign relations, chief specialists and leading specialists of the foreign relations directorate of the Executive Office of the President of the Republic of Tajikistan;
3) rectors of universities and institutes;
4) generals in service;
5) the Chairman of the Federation of Trade Unions;
6) administrative employees of foreign institutions of the Republic of Tajikistan and members of their families only in the event of long-term foreign trips connected with their labour activity, as well as civil servants of the central office of the Ministry of Foreign Affairs of the Republic of Tajikistan who hold specialist posts.
Service passports are used for official purposes. For a private trip, a civil servant who holds a service passport applies to the authorized state body for the issuance of foreign passports in order to obtain a national foreign passport in the established procedure. A service passport is issued for a period of 5 years.
